Just for context, this happened to my youngest son all the time; from him being about 4 months old. It's basically glue-ear and whenever they get a cold the mucus doesn't drain properly so the eardrum perforates. I don't think it's as bad for the child as it seems to adult. It's mucus that's coming out of the ear rather than wax or pus. The pain is caused by the pressure and, like CB says, once the eardrum pops the pain will subside.
In my experience it very very rarely needs antibiotics, unless there is a persistent temperature once the general snottiness has gone, and a trip to the doctor feels like a waste of time. I would still go though to 'register' that it has happened. It may happen to her quite regularly and it's a good idea to keep a record if you need to push for grommets later.

Update gp said def pus and it's full of it she couldn't even see eardrum to see if was damaged so gave oral antibiotics as couldn't risk drops or spray incase was perforated she said should clear it up but if not fully as its quite pussy enough that they wi be able to see the eardrum.she hit the roof when getting examined again
She said doc Sunday should def have picked up in this and that those days I antibiotics would have made a big difference to how bad it's got
