I am by no means an expert (really... I pretty much suck at growing herbs).. but I think that it does depend on what sort of thing that you are planning on growing.
Things like Rosemary, Mint, Thyme and Sage are perennial (come back year after year) and like to be planted in the spring... I can cope with growing these as they don't shrivel up and die in the same way that any annual herbs that I try to grow do.
I have also grown dill, chives, coriander, parsley etc.. but I find that you need to replant every 2 weeks and use it all really quickly otherwise it all just goes to seed and then dies.. I've always grown these in the summer because of the short life span..

I cheat.. my mum gives me tiny plants of the perennial stuff and I put it in the ground!

I bought some potted herbs from Tesco and popped them in a window sill planter in my kitchen and they have thrived ever since, I daresay they will get straggly in the end and go to seed but 2 months and they are coming along lovely!!
