It is confusing and it changes all the time.
Basically, the 4th of July is the official launch date which means by that date it will be EVERYWHERE.
It will be rolled out before that date though- it's a bit like when a building has an official opening shortly after people are actually working in it a while.

The date has changed so often due to booksellers setting different targets etc.
